Noise is a relative term. Low fans will operate at 50% capacity. This is a significant noise. It seems to me that night in the house, this noise will be heard in any room. Water cooling will not help you. It also produces a lot of noise. It seems to me that for mining you need to have a separate room. Do not be greedy. You will have to do it. Therefore, it is best to plan well in advance.

Don't know about Zotac, but Gigabyte Aorus 1080Ti shows great noise levels results.
If you choose from 1070s - EVGA SC is unconditional favorite.

i will recommend gtx 1070 mini
just have a good heat transfer system to keep your rigs cool
and set fan speeds to 40 to 50 %

Which cards are "silents" for you?

Im now uzing:
Zotac 1070 Mini
Zotac 1070 Amp
Zotac 1080Ti Mini

And thinking about water cooling (Zotac has some variant for it) for my main room to be quiet.

Which brand did you absolutely like for the silent running.

Im mining in my apartment... and starting to building 19 GPUs rig
