It's the quick edit button and as its name suggests, you can use it whenever you want quickly edit to your post like when you need to fix a typo.
If you need to use the WYSIWYG editor to add smileys, format the text, insert images... without writing the bbcode manually then you have to click the regular edit button.

You can use the button to edit, but I prefer to use the edit button that is up between quote and delete button because there are times I will make short posts of less than 50 characters, in this case, the button you are talking about will not be able to edit the post if I want to edit it, but the edit button between quote and delete button can still be able to edit it. I think also that this is not new to bitcointalk stale users.

This is an edit button. Yes, we have a two edit button. On the lower part as the image shown you can edit the paragraph and the title on the text box however there are no shortcut keys like emoji, table, bold, etc. despite that you can manually type the BBCode you would like to add.
