Do you know of any? Kraken is okay but it's limited. Finex doesn't allow it anymore. BTCC let's you do 25x. SimpleFX is best I know of for Americans. As guidelines, on SimpleFX, you can go into your settings and select 1:200 for 4x leverage and 1:400 for 8x, for example. But there are balance limits per subaccount if you don't want to get downgraded to lower leverage. Unrealized gains don't count as part of the limit though, nor does the value of the principle if you don't make any changes along the way like making another deposit for example.
