Most devices that allow access to bitcointalk (phones, laptops, PCs) cost considerably more than 23 dollars. You'd be better off selling one of your possessions on the secondary market, if it is indeed that urgent.

In the first place, you should know that you have low chances to get a loan here.
a) After almost 3 years of hiatus, you just popped out here and asked for a loan.
b) Bitcointalk accounts especially newbie rank isn't considered as a valid collateral. Even does, your account doesn't have a value.
You don't have friends? Workmates? Neighbors? Belongings that can put on collateral? etc. Why choose the idea of requesting loan for an "URGENT" one on a place where you will get a low chances of getting a loan.
Think outside the box or much better if you will totally removed the box. There are lots of ways and "alternatives", it's just that you just didn't think of it yet.

Yea youre not getting medication because if you really was you would just rely on insurance, government assistance, or go to a charity to assist. Even family and friends. Coming here for a loan tells me you dont have any intent on repaying especially when you offer something as useless as your account as collateral. If it was really serious, you could just go get an advance on your paycheck or do what i suggest than waste time here.
