If any transaction comes then for alert SMS API is best. It provides you the best and fast result but you have to choose a good service provider.

http://bitping.net can send HTTP POST, which Tropo can accept and use to launch an outbound SMS notification; pretty much any API or service that can launch a POST will work with Tropo. This blog should help quite a bit:

Which part are you looking for info on, ... the blockchain side for finding when any transactions come in, or the SMS API side for sending an alert once one is detected?
