It seems so. I am using BTC-e for more than four years now, and they have options only for USD, RUR, and EUR. If you deposit fiat in GBP, it will be converted to any of these three currencies (depending upon your setting). You can go to the "funds" tab, and check your balance for USD/EUR/RUR. Just see the screenshot below:

it is only disabled for you but i can see GBP and the deposit button still works! and it has MoneyPolo as one and only option for 1% fee.
and the weird part is that btc-e.com has removed the GBP market more than a year ago. and here is the link to the news on site: https://btc-e.com/news/219
to OP: you should withdraw your funds, there is the same option with moneypolo and also wiretransfer and okpay available and if you had troubles contact support.
Thing is, it costs 1% to deposit, and 1% to buy using a card on MoneyPolo, so withdrawing/sending again is going to cost me a fee.

It says on the top that it equates to $15 ($14.85) with the 1% fee incurred, but I'm unsure as to why it doesn't show in my balance, or how I show it in my USD balance.
Any ideas?
the only thing that i can think of is you contacting btc-e support and asking them why do they have that deposit when the market is no longer available, maybe they refund you without fee but it is unlikely. you most probably will be forced to pay the fee.
although there is another way which i don't rally suggest but i only say it here.
you can turn your balance into brc-e code for free (0 fee) and try to find someone trusted who is willing to buy that code from you and pay you fiat or crypto equivalent.
Wouldn't this give a GBP BTC-E.com code, which would be of no use to anyone?
