I've been telling theymos the Chinese board is badly under-staffed as Horserider is barely active and it's been taken over by bots for going on two years now but I never get a response. All you can do is either keep reporting them or give up.

It is not just the Chinese section. There are multiple threads here in Meta about copy-pasting and I feel that the mods do not take action on those. Even if posts are reported using the 'report to moderator' button, sometimes I feel there is absolutely no action even in blatant cases.

Either most moderators are overloaded, or has the bar for bans been lowered?

There are many times I do not understand the decision made by the local moderator on the Chinese section, he only seems to be interested at moving the threads around the whole Chinese section instead of taking some appropriate action against threads that contains suspicious links, or threads that are copied/pasted massively by bots accounts.

I had reported some threads that contains suspicious links in the past, and he just moved all of those threads to the off-topics child boards on the Chinese section, I will list one example here that I have reported recently about suspicious link thread and it might be some links that contains malware or some key-logger virus.

Warnings to every users - Please do not click on the link in that thread as it might contains malware or some key-logger virus, I have avoided clicking on these types of links too and I am not even interested to check it out.

My question would be why does he move it to the off-topics child boards? That thread might be dangerous for the forum users, how many times have we seen users losing their accounts to hackers? That thread does not even contain any useful information besides a few suspicious links, in my opinion, I think it would be better to send that thread to the trash can instead of keeping it in the off topics child boards.

Begging threads on Chinese section, this user is begging for Dogecoin donations, and it is not the first time I have come across such threads on the Chinese section, reported and no actions will be taken.

It makes me wonder quite often, is it much easier to move threads around for the local moderator ( HorseRider ) instead of taking some of his time to investigate and check through the reports that requires more actions?

Seems it is a best time to add moderator to Chinese board because it could use a lot of human resources to fight  spamming, plagiarism, copy pasting, and other cheating matters. It leads me to a question, how do forum (or at least admin) pick moderators to work for them? What is the requirement to do the job?

Copy pasting as far as I know is prohibited throughout the forum. It's not just limited to the English boards. Otherwise it's just giving opportunities for people to copy paste and pad their post counts in local forums. So these threads should be deleted instead of moved.
He mainly handle the reports that requires the thread to be move to the proper child boards on the Chinese section whenever he comes online for a short period of time once in a while, duplicated threads that are copied and pasted again by users or bots accounts should be deleted instead of moving all of them to the proper child boards.

Moving misplaced threads to the proper child boards is just another part of a problem on the Chinese section.

I have reported a few different users ( might be the same users or bots spam ) who have copied/pasted to start the same threads again, I have indicated in my reports that these few threads are duplicated and requires the appropriate action to be taken by the local moderator.

All of the three threads you mentioned asks exactly the same question, if IOTA transaction fees are 0 or not, and is clearly copy pasted.

The spammers seem to only make new threads and most of them are copy pasted. For example this post: https://bitcointalksearch.org/topic/m.33221577 is actually copy pasted from here: http://8btc.com/thread-134858-1-1.html.

This is an issue that needs to be addressed for sure.
As you have pointed out too, there are quite a number of users or bots accounts that are mainly copying part of news articles, Chinese poems or part of Chinese novel stories that are not related to the discussion at all and posting it all over the Chinese sections, and I think HorseRider should handle this issue which have been going on for years already on the Chinese section.

He's not very active at all and hasn't been for quite some time. He's active in the sense that he logs on occasionally but it's clear he is swamped with reports and things to do. There is blatant bot abuse going on in the Chinese board and has been for years and this is something that could easily be sorted and dealt with by a Local mod but it's going unhandled and causing a mess and people are taking advantage of it to farm accounts in the hundreds.

I hope that the administration will look into this.. It is strictly prohibited to do such, it's plagiarism. I also hope that that person haven't receive merits from these copied and pasted posts..

For your information, he does not come online everyday, and it is quite rare to see him online.

I’ve reported quite a few copy-pasting posts, and all have been dealt with. That wasn’t in the Chinese section, though, but rules are very clear. So, I think there must be some rational explanation for your case.

It is possible that he moved them because of a previous report saying they were posted in the wrong section and he hasn't even read your reports yet, mods can have thousands of reports active at the same time so it might take time.
That is highly impossible, because he did came online today for around 10 minutes, and he moved all these 3 threads at this short period of time to the altcoins discussion child boards on the Chinese section, how could he not notice and realize that this 3 threads are exactly similar?

I think it would be better to wait for an admin answer about the issue of moderating going on the Chinese section, and the moderator in charge should at least take some effort to read those reports as it is the efforts of the users who put in their own time to browse through those sections.
