He means talking about each satoshi represents a single individual. In my opinion, if this is a wrong assumption that has already created by faketoshi aka CSW. Bitcoin can be divided into the smallest part called satoshi caused by that will make bitcoin will be much more flexsibel to be adopted by people in the world.

From that sentence and we can take each bitcoin can be divided into the 100.000.000 satoshi and in this case, faketoshi was assuming each of satoshi will represent the individual users.
The smallest part of bitcoin called satoshi has already made to make bitcoin will be much more complex and flexible. We know that the adoption of bitcoin can't be assumed will be stagnant. This will bring more chances to people to own bitcoin even if that was a smallest part of bitcoin.
