Either buy bitcoin now while the price is low and hold for a year or two and see what that is like, or purchase scrypt-based asics and mine on a multipool that pays out in BTC.  Don't bother with cloud mining at all, most have been ponzis, have significant problems in payouts, or have moe than a year to achieve ROI.  If you can't profit more than 10% in mining in less than 60 days, don't bother.

Let's get to the point.
You want the highest daily payout per dollar invested.
Real numbers as of today (September 11th 2014):

ZenHashlet w/5% autobuy discount - $19.90 or 0.04190 BTC per MH/s SCRYPT

minimum $19.90 + (must purchase 1 item at regular price to open account)
never expires. Accepts BTC only for autobuy. Credit cards and BTC accepted for initial purchase.
daily payout estimate - 0.00067009 minus daily fee of 0.00016600 = $0.2407 or 0.00050409 BTC
1.2030787589498806% earned per day. - Calculation: daily payout divided by purchase price multiplied by 100.
ROI - estimated 83.12 days to break even without difficulty increases.
Note: difficulty increase currently averages 1.119% per day for SCRYPT and 1.201% for SHA-256.
Note: Multipool may mitigate some of the difficulty increase - not enough historical data to calculate at this time.
If you are not beating these daily percentages you are unlikely to ROI.
ZenHashlet - $20.95 or 0.04374 BTC per MH/s SCRYPT

minimum $20.95
never expires. Accepts credit cards and BTC.
daily payout estimate - 0.00067009 minus daily fee of 0.00016600 = $0.2407 or 0.00050409 BTC
1.1524691358024692% earned per day. - Calculation: daily payout divided by purchase price multiplied by 100.
ROI - estimated 86.77 days to break even without difficulty increases.
BitcoinCloudServices - $1.189 or .0025 BTC per GH/s SHA-256

minimum purchase 50 GH/s @ $59.44 or 0.125 BTC
5 year contract. Accepts BTC only.
daily payout estimate per GH/s - 0.00001834 no fees = $0.008730
0.7336% earned per day. - Calculation: daily payout divided by purchase price multiplied by 100.
ROI - estimated 147.21 days to break even without difficulty increases.

$10k is about 21 Bitcoins.  You'll never mine back 21 Bitcoins no matter what hardware you buy, even with free electric.  If you continue to re-invest while mining, that's say another $15k to $20k down the drain that you'll never recoup.

I think another important factor you forgot even with free electrical costs, is the cooling costs required to cool $10k worth of equipment.  That's additional costs outside of the one you pay the electric company.  Whether it's home or small/medium datacenter, whether it's cheap Antminers or Spondoolies Tech equipment, you're going to have to pony up to extract all that additional heat.

$10k buys you 21 BTC, mining doesn't.  Easy decision.

Prime Hashlets could potentially be a good invest, however I wouldn't be investing all 10k into Hashlets. I'd suggest trying with a small amount, such as $500 or maybe even $1000 and then hold the rest in Bitcoin, or whatever else you feel would be a good investment.
At $50 a piece those primes are a tough pill to swallow.

I'd like to know how much "free" electricity the OP has access to, and if it's 110/115/120V or 208/220/240V.

No hardware, its too late.

I would suggest GAW, but instead of picking one type of hashlet, I would take a lot of prime so your future will be garanted with always the best mining technology, and some in the Zenhashlet cause this hashlet mine in the best profitable pool.

10 k is huge, use it wisely.

X being 10k. What would you suggest to purchase in hardware for best ROI.

I was looking at it from the perspective of buying the hardware and then using a % of the returns to purchase additional hardware while slowly returning the 10k back to myself over a 4-5 month period. So I would always be rotating in additional hashing power. BTC or Alt Coin equipment either way. What would be the best route to take.

The best answer is do not buy any hardware at all.  Nothing that is for sale will make you a positive ROI most likely.  The only way that I do well is buying used gear and having free power...even that is not that great these days.  Buy 10k worth of Bitcoins and HODL.
