rules should either be displayed or linked to upon sign up and they should be forced to read them in any which way we can.

Strongly agree with you. There should force to read the rules. Just not like we skip terms & conditions when register others site. Should add tick box for each rule. Means a new user have to read and mark one by one. And shouldn't allow for skip.

Personally I don't really care whether they read them or not, just as long as the info is there and presented to them. There will then be no excuses for I didn't see or read them. If you chose to not read them then it's your own damn fault.

I figure the protocol should be to PM the local board's mod/s, and let them decide, but I wanted to make sure that was the procedure, which could lead to some core guides being a sticky on some boards, but not on others.

Yes, PM the local mods. Globals and admins can sticky topics there as well but obviously the best choices to check/consider its worthiness would be the locals. I'm sure if they think it's beneficial and helpful enough then they'll sticky it.

There are lies, damned lies and statistics. MTwain
I was wondering what the formal procedure was to get a post configured as a sticky, or at least considered for it. Specifically, I translated @Welsh’s [Guide] Reporting effectively] a few weeks ago into Spanish and believe it should be amongst the basic stickies, alongside the rules and probably @sncc’s [Guide] Bitcointalk account security (which I have tried to lure people into translating with no result yet). That seems to me like a basic trilogy to have handy.
I figure the protocol should be to PM the local board's mod/s, and let them decide, but I wanted to make sure that was the procedure, which could lead to some core guides being a sticky on some boards, but not on others.

Aside from that, the rules on my local board (which conform a sticky) are not up-to-date with the English primal version – for example, rules 27 through to 33 are missing, being rule 33 the one specific on plagiarism not being allowed (obvious as it may seem, but it is not written in the rules on the Spanish version). I’ve always indicated that in case of discrepancy or omission, the set of rules that needs to be considered are those laid out in the English version, but they should try to remain on par.
The fact is, that the author of the OP has not logged-in for over 13 months now, so it is unlikely that he will update them now. Someone could venture to create an updated version, but then there’s all the business about replacing one (sticky) with the other, plus we would lose out the rest of the posts on the thread. I guess there is no way to perform a "transfer of thread ownership", so I’m not sure what the approach to the solution should be in this case.

Regarding sticked post, I noticed in few board had sticked multiple thread from single user. It can combine on one topic. And some useful and informative post can be combined and sticked instead of sticked individually.

Does the beginner read the sticky topics?
No, many of them ignore it and therefore increasing the number of these topics will ignore them as a whole.

You're right, many don't but the info should be there so those that do want to learn can get all the info they need, but this is one other reason why the rules should either be displayed or linked to upon sign up and they should be forced to read them in any which way we can. Either way, if they come here and don't read it and then break the rules then there's no excuses, but the rules should be shown upon sign up so it's on them if they didn't pay attention.

Entirely happens when you see Google or Facebook terms of use, you will ignore it.

It is better to have one/two sticky topics then add "Related topics" at the end of that sticky topic so people will decide to read it and do not distract their attention.

Also, suggested that there be a board for guides will be good.

I think it would be better to have a topic with a link center for several other topics that are explanatory of that section. Sometimes it is very difficult to find an informative topic. One of the most useful topics, the one of putting signed addresses, is not sticked. Some sections like altcoin could have about 3 pages of pinned topics with questions and subjects that people thoroughly repeat everyday.

I am alive but in hibernation.
I see many people are advocating for one thread and link them all, overall it is good approach but it make all things generic in nature. Sticking the topic to the forum where it belongs make it more impactful and more relevant. We really need to send a one pager to all user registered here about rules and how to use forum effectively. It will avoid duplicate questions , less spam and some happy users.

I don't think that we need more sticked topics. Yes, these links that you're posted is helpful and useful. But I think it would be better to create one sticked topics with links to all these helpful threads. Something similar like shorena did in past:
[Overview] The one thread to link them all
https://bitcointalksearch.org/topic/m.12752676
It would be nice if someone would make updated version of this thread.
I also hope that theymos soon will create dedicated board for guides.
EDIT. I found guides index thread made by LoyceV:
https://bitcointalksearch.org/topic/m.44399473.
probably it would be best to make this topic sticked.

As the highers above said, it's not quite effective since there are so many helpful topics that should be sticked/pinned. That's why sorting tool must be implemented to sort the threads by most merits or recommended topic, to see all of those informative and helpful threads.

Since there's too many stickies already I think it is better to create One thread where all the topics you mentioned are there. First, short explanation about [Guide] Reporting effectively and then the link of the thread so they can open these thread located in a single thread same as second thread with short explanation with thread link and the third with link. Here's an example: https://bitcointalksearch.org/topic/filipino-guide-ang-bitcointalk-merit-system-4544266.

That's also a good idea.

My idea is putting all of the helpful threads in a single thread and that single thread will be pinned. In our local, Non-bitcoin post always being locked or deleted in the section so I suggested this part and hoping that they will notice it for the betterment. This idea was inspired in the Indonesians and here's the example of it; https://bitcointalksearch.org/topic/guide-panduan-bikin-thread-indeks-thread-berkualitas-sub-forum-indonesia-2979183

This won't be as effective as pinning the topic itself on top of the board as threads like this one often becomes long and the topics combined are not always related to each other. And can you imagine putting up a title "Important threads and their links" as a topic title"? Could you imagine a newbie member reading that topic? Because from what I know newbie members are already ignoring pinned topics what more if this topic gets lost on the 2nd or 3rd page?

Ideally we can have one big thread containing links to guides and everything you need to know so people can find the relevant info and click on the threads for more in depth explanations.

I like the idea of putting all the sticked topics in one place so that people can read them and get acquainted with the rules of the forum. Especially this applies to beginners, who immediately after registration begin to post on the forum, having no idea about the rules and requirements of this place. But the problem is that no matter how hard we try, most of our efforts and noble desire to facilitate adaptation and further development on the forum for beginners, don`t have the support of most participants, since they don`t want to learn. This is similar to the way a teacher does everything in school to make explaining the lesson easier and more intelligibly, but doesn`t achieve the result, because the students don`t even pay attention to his attempts and don`t appreciate it.

It's time for us to get used to the fact that knowledge can`t be given, it can only be taken. We can create new branches, we can start interesting discussions, we can prescribe and explain the rules of the forum. But in this situation, we do it more for ourselves than for those who would need it. New people come to the bitcointalk forum with false goals. And their motivation for earning easy money doesn`t fit the need to learn and comply with the rules and recommendations of the forum. I know that it's sad and it disappoints me, but at the moment, it's true. Our efforts are mostly evaluated only by the same enthusiasts who have a desire to improve the forum, and not newbies for whom we actually create guides and write detailed answers to questions.

I'm wondering why you didn't include Merit & new rank requirements
There is already a sticked post by hilariousandco with details explanation. Also there quote of original post.

we should probably consolidate some of them, but the info you proposed can certainly be added to existing stickies. Things like what you suggested could be included in the the Newbie/Welcome message which I suggested here as well.
Not bad idea. If can added existing also not bad or can be combined 3 in 1. If welcome message implement it's also good. But I wondering people's will read or they will just skip like when we register a website and just mark on terms & conditions, never read what is there( most of us did it ) . Anyway your proposal is good. If theymos not agree than some of post can be sticked or combined by moderators.

Not every thread needs to be stickied and I think there's too many already and we should probably consolidate some of them, but the info you proposed can certainly be added to existing stickies. Things like what you suggested could be included in the the Newbie/Welcome message which I suggested here as well. I messaged theymos abut it yesterday so hopefully we can get that stickied or at least linked to it asap. If you have too many stickies though or they become too big and confusing people tend to ignore them or glance over the content so they need to be concise and to the point. Ideally we can have one big thread containing links to guides and everything you need to know so people can find the relevant info and click on the threads for more in depth explanations.

I'm wondering why you didn't include Merit & new rank requirements. I always wanted to see this thread sticked here in Meta and wanted to request for Admin or Mods to do it but I don't have the guts to say. Maybe this is the right time.

Really I don't know the process and requirement  of sticked a topic. Just I feel that few topic should sticked for forum those are useful especially new comers. I just choose 3 topic include one of my post that I think helpful for forum & new comers.  Topics are discribe itself, I don't think to need details explanation.

1. [Guide] Reporting effectively - Meta.
2. How to sign a message?! - Beginners & Help
3. Guidelines, how to spot a scam ICO & report effectively.. - Beginners & Help
4. [GUIDES] on Bitcointalk. Index thread - Beginners & Help
5. Report plagiarism (copy/pasting) here. Calling for Mod action: please permban - Meta

I am not sure others but [Guide] Reporting effectively[ is really need sticked on meta. Never mind I am still begginer but I learn & inspire reporting effectively from this post although I am reporting little bit from began. So this post can encourage others also.

I don't know about others board if any post deserve for sticked. Perhaps you can reply here if you found.
