Since those people have almost no personal freedoms , i woudnt be surprised if the judges were made to reject the ban.
There is no way of knowing whats happening there, judging by anything i found about the country so far, its like an alternate universe, playing a kim jong un game noone understands, but plays anways.
Im surprised people even decide to have children there, since its a torture living there, but i guess people grow up in such environment, not knowing any better..
