As vv181 already mentioned: Make sure to close the Blockstream Green app if it is installed. Only then you can run Sparrow as admin.

Often it can simply be related to the USB port or the cable. So just swap the ports and check the cable.

If the problem really only occurs on a specific PC, it is worth taking a look at the device manager. Check if there are any problems with the COM ports. (especially COM4)
Often just a driver update is needed.

When using Sparrow to scan to find a connected hardware wallet, I receive an error: Could not open client or get fingerprint information; could not open port 'COM4': PermissionError. Access is denied. Any ideas on hoe to work around? Thank you
Have you ever set udev rules? If not what is your OS?

Also, take note of their guide:
Tip: Before connecting your Jade, make sure the Blockstream Green app is not open. If Green is open, this may cause issues with your Jade being detected within Sparrow.
