When I see things like this I see how little people know about basic things, and this is how to check fees and send transaction. If OP is sending this transaction then he / she should  know that paying 0.01 $ for sending 18 $ is almost free, and there is no free things in this world.

The transaction has almost 70 confirmations now so it has gone through already. OP did you receive your bitcoins? Or if you are the sender, like HCP asked, has the person you sent it to received his coins?

It is obvious that the transaction is confirmed (you say the same), so there is no reason that the recipient did not receive it. In any case it is done, and maybe OP is learn something form this.

First of all... Did you send this transaction? or are you the receiver?

As sender, you can try RBF (which you say you can't do)... or CPFP.
As receiver, you can only try CPFP.

to do a CPFP, you need to spend one of the outputs... So, which output address is yours: bc1qqa8s5qu657cwwgjvkj3zh0c7wqn00qj02pag92 or 1Gn64nqDZkLDhzBhjbd6CSCPyamU3kTv3H?

Are you using mobile version?
In that case I have no idea if mobile version gives this option.
Electrum mobile version support the RBF feature but you have to turn it on before broadcasting the transaction.

RBF requires less fees then CPFP. Besides, as a sender you can't use CPFP unless you are receiving change from the unconfirmed transaction.

Do not open up your private key in online unless you are very sure about what you are doing.

By the way, if this is not something very urgent to confirm then I suggest you to wait. Sooner or later your tx will be confirmed. Feel free to read this topic: Stop paying crazy tx fees(!) I paid only 1.9sat/B when pool asked me for 100+

1. Right click on the tx then click on Increase fee


2. Adjust the amount of fee you want to pay.


fees = byte size * sat/B
