Unfortunately, you can not exchange bitcoin to fiat directly but if you want to be anonymous, want to keep security, then there are two options to do ths:
1. Go to localbitcoins and find someone near you that wants to buy bitcoins in exchange of bank transfers.
2. Make a thread in Exchange board here in this forum, offer the amount and commission.
I hope both options will be durable but do not forget to use escrow between your deals if exchanged through this forum.

Does it exist? or else how to spend bitcoins anonymously ? Lets say i have a stocked up bitcoins in an anonymous wallet. How do i spend it in fiat without having to expose them to EMI's or banks that are all applying today with AEOI and report a file with name and balance to the account holder's tax authorities?

Of course one option is to go dark, but then risk prison, not just fines...
