I can't imagine them being very happy about people getting out of the weak Ruble & sending their cash into bitcoin.
I think I read that Abramovich (multi billionaire) is not even allowed to take portions of his money out of Russian banks.
Russia is very corrupt, I can see them being one of the last to reluctantly accept mass adoption into bitcoin.

10-15% is significant. It makes sense then why the Russian government would make it illegal there if it is becoming so popular. I think by banning it they are risking the Streisand effect big time.
When the Russian government banned the Bitcoin, there were widespread fears that people were converting their Rubles to BTC and other crypto, in an attempt to protect themselves from the devaluation of the local currency. This was further weakening the Ruble, and the government was forced to take tough measures.
I do not want to be a Bitcoin user in Russia. It must be very confusing... The one moment they say.. "Bitcoin is banned" ... then they say "Bitcoin is not banned"
It seems as though there is NO clear indication where the government is going with regulation on Crypto currencies.
How do you invest in something {long term} if you have NO clue if it will be banned or not? The Russian government seem to be on the wire with this.... If this is due to a lack of knowledge or a perceived threat from the dominance from the Western influence in the development of Bitcoin, I will not know.
Who knows what goes on in the heads of politicians? What we do know is ... The early adopters of Bitcoin will reap the greatest reward, when this thing goes global.

From the Mt Gox loss data, it is clear that some 4% to 5% of the users were from Russia (with many more from the other CIS nations such as Ukraine, Belarus and Georgia). Since Russians prefer to use BTC-e, when compared to the other exchanges, I believe that some 10% to 15% of all the Bitcoin users in the world are from Russia. In absolute numbers, that represents 100,000 to 150,000 people.

it would appear that knowing a bit about bitcoin won't help them to get involved, as it is practically illegal anyway.
