I don't think there's any way to recover a Bitcointalk account once the email and security questions are changed. They both need to be done by the owner of the account. PM'ing a staff member or admin would probably seal the deal, as most likely Escrow will already be invloved. But if you're security questions and email are changed, there's nothing you can do to recover your account.
Incorrect. The easiest way to get an account back is to sign an address that was associated to that account, which then proves it's actually yours. There's no foolproof method of buying an account really. A level of either trust or ignorance is going to be involved.
Like ahmedjadoon said if a staff member or admin is told you have no right to reclaim the account. Along with Escrow most likely being involved there will be several amounts of proofs that the account has switched hands. Ignorance and trust doesn't need to be involved in this trade at all. Trading a Bitcointalk account is actually easier than selling/buying BTC. Escrow gets BTC/Account Info. Escrow changes it. Escrow messages it to buyer. Buyer changes it. The deal is 100% done.
The buyer probably wont want the staff or anyone else knowing what account he has bought. Both staff and other forum members will often leave negative feedback for any account they believe to be sold and mods most certainly don't get involved with trading them that's for sure. It's not easier then trading BTC at all, because bitcoins can't be reversed, accounts can or can even be ruined by negative feedback being left on them.
