it will be the same... assuming the chosen coin will have a 2% stake it will be:
2% of 10000 is 200
(2% of 1000) x 10 = 200

in the end, it will always be a percentage of the total in a given time.

Depends on the coin.

Most older PoS coins, use coin weight , so the more weight per block the faster you can stake.
Others place max cap limits per stake, so it limits the amount you would want per block.

In most altcoins it doesn't matter. But we don't know what altcoin you're using so it might have different features than most PoS altcoin.
