for me if you can decrease the frequency of the GPU i am recommending AMD RX Vega 64 or 56 as they are far better in mining the bitcoin or ethereum, base on a report. you will need some mining specific motherboard as well to increase the efficiency of mining.
I agree, with that kind of the sum is just buy a coins. I think this is a much better solution.

My question is, what you can recommend. Mining with a asic miner or build a own rig?
If building a rig is better which hardware is working good.
if i understand right the difficulty of the asic mining grow very fast.
