The secret of two no further will go; the secret of three a hundred will know. So, don't use any 3rd party website for creating bitcoin address if you want to use that for saving bitcoins or for use.
Also in the footer of a website, is stated following: No warranty

Btw every generated btc address is static and not dynamic. You'll see dynamic addresses on online wallets like blockchain.com

Have a read of this post (https://bitcointalksearch.org/topic/m.54444963) and the post by user Bedla 4 posts below it. Or just read the entire thread if you have time. The TL;DR is that regardless of what entropy you enter, bitcoinpaperwallet returns an address from a list of addresses pre-generated by the scammer, and as soon as you fund the address the scammer can sweep your funds. Some users have been receiving addresses from bitcoinpaperwallet which have already been used by other unsuspecting victims.

The GitHub link that Pffrt linked to is the source code of the old website, and hasn't been updated since the site was sold. Therefore, it should theoretically still be safe to use, but it's a huge unnecessary risk to take.

Transfer the file into a offline computer through usb. Extract the file and run it. Generate priv key now. That's it. Save the private key and either don't connect the pc online or install new OS.

I realize that you're asking the user to download the source code and not use the website directly, but I'd like to mention that the site has been under a new ownership for a over a year now, and there have been a few scam accusations since then[1][2].

A nice solution for this is to use Vanitygen, i will leave the link here:

With that software you can generate from you computer pirvate keys and vanity addys, is a really great tool, hope it helps.

how to run it offline

By downloading that page from GitHub (click green button -> Download ZIP file). After download, you should restart PC, then check that there is no internet connection and unzip file. Then you open that file with your browser. After generating the address/private key clear your browser cache and restart PC.

All above step will provide some sort of security, but you should also be sure that you do not have some nasty virus/malware on your PC before generating private keys.
