No contracts with variables outside values already within existent blockchains can be utilized until then.
Examples;

Did Liverpool win? [Y,N]
Did the BTC trade above $5000 today? [Y,N]
Delegated witnesses can declare ? [Y,N]. And state it on the chain.
They will gain popularity (credit/vestments) for honesty and accuracy.
