It's similar to other auto-investment apps like Acorns, which uses your spare change from daily transactions to calculate investment amounts. The question is what is the business model of your project. How exactly will it be able to make money to pay off its users?
Assuming it's $1 per $1,000 steps and you have 100,000 people each making 20,000 steps a week, You are going to pay out $2M in just a week,where are you going to get that money from.

This may sound negative, but I hope I'm wrong... I have a strong feeling you're going to have a hard time attracting or rather converting potential users into real users, mainly because in order for the investment part to happen, they still have to use their bank accounts [if your app was somehow rewarding its users based on the number of their steps, it would've been a different story].
