To be honest it doesn't include enough information to even be considered an offer. And the fact that he hasn't updated at all just shows that he wasn't serious whatsoever.
Yup this offer seems to be a bit vague. I'd like to know more about what the service is even though I'm not very knowledgeable on the mining side of things I'd still like to know what the OP is offering.
