It'll be worthwhile to focus more on developing a system that guarantees the best representation or workforce in various fields of work via automatic selection based on past works and achievements that have or could actually solve society's problems with little to zero issues. Such system will need to be open to community participation with evidence-based reviews that allow anyone (with no restriction) to identity issues in every solution presented by other members. Correctly identified issues earn the reviewers merits. While the right solution earns the solver merits aswell.
The merits allow members to rank up, with increased authorities in their area of specialization where they earn the merits from.
With this method you could aswell determine what kind of work a member can qualify to be part of based on the areas he/she earn the most merits from or provided excellent solutions/reviews in.

We need to stop doing something to solve our problems. Doing things has lead to societies problems we have today. The things that have been done have made things worse, and those things need to be undone. Instead of doing, its time to start to undo. Attempting to delegate your problems to other people by voting isn't enough. You have a responsibility to solve society's problems yourself. "Volunteering" other people into your government by automatic citizenship isn't citizenship, its slavery. Only truly voluntary participation by explicit agreement leads to civil governance. I here propose a Cooperative Republic to achieve genuine civilization.
