I was using a previous version of Electrum (with pending transactions) when I upgraded to 2.7.11. The pending transaction uses a .12 USD transaction fee and has now been stuck for 16 hours.

This makes no sense to me? Can someone help explain why the transaction is still stuck and what the Electrum message means?

The elctrum message would refer to the fact that the amount spent in that transaction is from still unconfirmed balance (Or was at time of making transaction). From what i can see, that is now confirmed, and
the only thing left to do is wait.

Please note that there is a lot of unprocessed transactions, so you will probably have to wait for quite some time, like 52 000 others currently. There's no knowing just how long it will take.
