I always used GIF Movie Gear to convert AVI to GIF.
you can try much easier ways, but if you want you can use professional video editor like Adobe Premiere Pro
A few weeks ago one of my friend asked for that software and for him I searched on internet. For him I found a software name as "free video to gif converter" I have not much experience with that software but my friend told me that this software worked for him and he is using it continuously for all of his works without any issue. I think you also have to look at that software and have to give a try to that.
Never looked for an offline converter perhaps because I didn't need it anytime. But sometimes for fun I use lunapic.com to convert stuffs like amall videos to animated gif and animated png 
You can try this app tho I don't have any experience from that site but I feel its a good one and the site don't have any stupid ads
