First of all I'm so sorry if I am starting it with sharing my story first then start the suggesting topic right away.. But well I am "Newbie" and just found this forum because of btc price and the crazy growth.. I was joining this forum by referral of my friend that making eth from bounty on this forum. And when I registering it, I got surprised that my IP already got blacklisted as evil IP. Then I got to use my friend network at SG by using te*mv*ewer creating an account. And start reading rules and F&Q, etc.. But when I start trying to read some other thread and replies.. All I see is some (not all of them) people just posting useless or off-topic or even asking opinion about something that will lure all the junkers or farmer post all the sh*t out.. As specially "newbie" posts.. almost all of them is post for activity as for ranks.. And my mind was.. Well I do has the thinking too, that I have to write something in this forum so I can start the bounty.. I don't know if I was junking or not.. But giving opinion on the forum was the best way to avoid the rules and getting activity of posting..
Now what I am going to suggesting is.. How about Rank system changed..
Newbie can't post at all, only can report junkers (Confirmed by mods first) on the forum to earn points so he/she can post something to ask or gain ranks.You can put some points or karma or something for it. And set the limit you must reach first so you can earn 1 post.. As reported post you can give the penalty anything you like, but if you asking my opinion then it is cutting their 5-10 activity and demoting their ranks or bans..
Example: Newbie can only read some section and only can report with certain range of time and gain 1 point if it get confirmed.
And a reported post going get some mark on it that it has been reported by who and awaiting for mods confirmation.
As the point newbie need to post is around 3 or 5.. And how much activity he needed to ranks up is all yours to recalculated it

But when we giving them -5 or 10 activity each report.. then they will start posting good posts and afraid of the newbies that wanted to ranks up.
By doing this not only the mods is getting help by the new comers, but all the farmer going to stop their doing because of the logic.
He/she gonna need to report 3-5 post of his/her spammers comrade to earn one post or activity.
And all the newbie gonna learn to read first then start asking or posting foolish (like me maybe :p)!
Well maybe some people going to say that I was a fool that I'm still a "newbie" myself.. But for what I'm looking for when I was joining this forum was for some good threads and boards section on this forum, getting new friends, partners or for exchanging knowledge or items or even filling up my knowledge and opportunity for the bounty and earning money, even I having a idea for my own country folk to co-op on something.. And of course my suggestion is just for the greater good of myself and those inside or outside of this forum.
So they will be willingly to join up to earn the bounty and yet they must understand the forum concept and help to protect it..

And if this post is full of junk then I am willingly to say sorry, locking it up right away and stay silent .I'm sick of these Signature Spammers & Post Farmers too, but, sadly, I haven't seen any suggestion that would actually improve Bitcointalk, if it were implemented. This is exactly the same. Although it's a reasonable idea, there are disadvantages to it.
As hilariousetc had stated in the post before me, it would completely stop any "quick-question users".
It would also keep a lot of people from joining the site. Also the ones with good intentions. Thus, it partially fixes one problem, but creates a new one! And it also takes a lot of effort to implement this. Therefore, I feel like it's not worth it to add this system.
Personally, I feel like a simple downvote/upvote system might help a lot already. If a post gets a lot of downvotes, someone of a reasonably trusted team can accept/reject it. If it's accepted, the moderators can quickly take a look and remove them, PLUS give the user a negative point. Each amount of negative points would account to a certain punishment.
It's not perfect, but it would help the forum and limit the work the moderators have to do.
Going a bit off-topic into my own world of ideas again... Anyways, I feel like it's a nice idea, but it's not going to work well. We need a solution, but not this one.
