There's a good comparison of Bitcoin mixers in the 2018 List Bitcoin Mixers Bitcoin Tumblers Websites thread. You'll find the fees charged there but it will be difficult to compete with ChipMixer's pay what you want fee model.
The other main barrier to entry is always going to be trust. A new service has to convince people to send funds to an unknown website in order to build a reputation, that's a bit of a catch 22 situation.
