.Not correct. The theme doesn't include any SEO functions. It's something handled by your Wordpress installation or a plugin you uploaded in. The themes are optimized for search engines (or not) but nothing more. Imagine if each time you publish a blog post you have to edit your template

There are literally thousands and thousands of free WP themes available. Look for "WordPress magazine theme" and choose the one you like. Magazine themes are usually 'généric', it fits for almost every niche

You have a few add ons, using it you can customize any themes. Search about Visual composer, Elementor, WPbakery...

Just inside your wordpress admin panel you can find more themes there that you can just edit its images by replacing it in your hosting, just edit the css itself to fit your needs and there are paid themes too which some of them includes the SEO plane which you can just fill the keywords and meta descriptions.
One theme that I can suggest is the HeatMap wordpress theme, its robust and with all the needy gritty stuff you need to stay tune. Just a suggestion.
Just a quick suggestion if you are building a job seeking website you need to make it simple and your website should have categories that job seekers can quickly access. Don't focus on the theme yet but the main structure of the website since even if you have a mediocre design but have quick access tabs and links I think the users would be generally please in using your website. You will get the general idea of the layout for a job seeking website if you look at the existing ones you can based it from there and tweak it into your own liking.
