With your budget I recommended to try Etherium mining, if you try for mining bitcoin you can use S7 from bitmain
The only problem with that is the S7 is way beyond his budget, and it's very possible that his electrical rate won't let him mine like that; at this point, most people will only make roi on the S9, and even that is unlikely as time goes on.

i am looking to buy a bitcoin miner .
i can spent only $150 only .
please suggest me best miner .
( i have free electricity through my solar panels )
Nope, you're on the wrong way. forget about mining bitcoin that's will not giving your amount is back to your pouch. try the others.
It's like kill you, you should for buying your middle GPU level with your such amount and trying mining the other than btc, right? I just not wanna for seeing you will lose your money dude.
150 bucks isn't ideal, still, and you're going to have a slightly difficult time finding a good GPU miner. If you can add just ten or twenty dollars you have a solid RX 470 to mine with, nice card and great performance with games, which makes it good for reselling. Other GPUS have subpar efficiency that makes them not ideal for mining these days.

I suggest you to don't join this mining adventure. Low or no profit, you can use your money better, just an opinion...

Each day mining is becoming harder and harder, the time of solo miners already passed, now the mining big businesses are making the real profit (and scamming investors).

Antminer S3 : https://m.aliexpress.com/item/1967964049.html#autostay
But I doubt it will earn profit even ROI. The cost is depends on your electric bills.
Build mining farm is pretty worth if you want to just mining for yourself, there's a solar-system or wind power which you can use for make less cost, the problem with that system energy is your government.

I don't think $150 will be enough for you to buy any good mining device which could be profitable to mine even with free electricy due to high difficulty.
You can check different mining device from bitmain https://shop.bitmain.com/main.htm?lang=en
another list of bitcoin miner here https://www.bitcoinmining.com/bitcoin-mining-hardware/ and also there is good comparision of bitcoin mining hardwares here https://en.bitcoin.it/wiki/Mining_hardware_comparison
