I can recommend MSI R9 280X (has twin frozr fan,10 mm), undervolt to 1137 mV.
They perform very stable at 720 kH/s with @ 75C at 65% fan speed.

I was actually experimenting today, with sacrificing hash power for lower noise, they perform well at 690 kH/s @ 78C at 50% fan speed.

50% fan speed is not making much noise.

But the ideal "wife approved" rig, would be to watercool the cards, however the rig will properly never reach ROI.  

I use AX760 in my rig, it is general one of the most low noise PSU you can get.

I think I am miscommunicating something here.  He doesn't care about the hashing really, just that it looks good.  I have 3x xfx r9 280X cards for his rig...  but he doesn't give a shit about the hashing.  He cares that it looks good.   He doesn't want the hashing, fine, I'll happily throw together a new rig and keep it...

So, to rephrase my original question:

What cheap ass cards can still hash at 300+?

I suggest R9-270 either way. Just in case he gets bored, you'll get still nice cards for mining at 450 Kh/s

3x or 4x Gigabyte HD 7850 or R9 270 with Twin Fans are awesome for power efficiency and low noise.

That is what I suggested, lol! You can mine as few kh/s as you want on basically any card. But the r9 are cool and quiet with good efficiency, no other real choice in 2014

So, this is kind of an odd request I know, in a different direction then others want to go, but I want lower power, lower hashing cards for a litecoin rig I am building.

Why?

My brother in law wants it as an art piece for his living room.  I already have a beautiful ferrari test bed, and I want to make this look really nice... however, he wants it quiet without a ton of fans on teh rig... and no fans pointed at the rig.  So I need cooler, lower power cards. 

Any suggestions for something that would be cool, quiet, stable, and produce maybe 400-500 kh per card?
