Often I transfer funds from Binance to Bittrex but never faced any issue. Also I had transfer btc and some other alts. If your your both exchange address starting with 1 or 3 (Legacy & nested SegWit), then there shouldn't be any problems. So you don't need to use middle wallet to waste your fees. If there is issue with SegWit and Legacy as described by other users then likely you need to use middle wallet. Sometimes exchange make problem if funds came from gambling sites ( I just heard, don't have real experience) then middle wallet is better.

Can I receive BTC from an exchange (exchange ‘A’) with electrum wallet, and send the BTC to another exchange (exchange ‘B’)?

You can also deposit on Exchange B from Exchange A using the deposit address of Exchange B as the withdrawal address of Exchange A when you cash out from there. But I would not suggest you to do this because there are some risks involved in this. It is always safer to first withdraw to the personal wallet and then deposit on the next exchange.

Like OSS said, bitcoins are not specific to a exchange and like DWM14 said, be careful about the SegWit/Non-SegWit wallet address and check which one is supported by Exchange B first before sending.

If you are having trouble sending bitcoin from your exchange to your Electrum wallet it could be due to the address type.  Electrum will default to creating a Segwit wallet with addresses that begin with bc1...  Most exchanges are still not compatible to send to such addresses.  This won't be an issue at all if you are sending bitcoin from Electrum to an exchange.

you can send btc to any other btc address (person, same or other exchange, or any other website)$

You can do that. The exchange doesn't care where the funds are coming from, any transaction will automatically be detected.
