Based on this message, it's likely bitcoin-qt.exe is corrupted. I would recommend you to redownload and reinstall Bitcoin Core as first step.

Precisely, no moving bitcoin core options, just the cache (recently, but it won't change anything)

download with download options: default

I have the date when I stopped downloading, (1 month before, I have) but I had to resume, downloading in another way, I restarted the software but 5 minutes... a quarter of hour...

so the small banlist.dat files.... setting.json... .conf.... Some had to Move... the problem is there in fact!!!
