I updated from 32 to 64 bit last year (Win 7), the folder works you only need to upgrade whatever client you are using, to x64 version.

How can I migrate the whole thing? I mean wouldn't it still try to sync with the blockchain and download everything all over again?...sorry kind of a noob when it comes to technical aspect of things.

you just need to copy the romaing folder, to be sure copy the entire bitcoin folder that you find there, and you are done, i usually do this after a format c: also
I think if you copy everything from the %appdata%\bitcoin folder, this contains your wallet.dat and the blockchain too.

Someone correct me if I'm wrong, been a while since I've bothered to do anything like this.

Yup. You can copy and paste it into the 64-bit system. Should work.
