I did plug the 4-pin adapter into the 8-pin plug. From what I could tell it only plugs in on one side - does not fit the opposite side.  I do have the on/off switch plugged in and tried it. Probably should confirm it's plugged in properly (I plugged it in same as the TB350).

Only CPU, fan and memory are plugged in. No GPU's.

Did you plug in the 4/8pin CPU power on the motherboard?  Do you have the on/off switch on the mobo properly or know how to short it?

My first time attempting a pico adapter - wired up a TB250 today with 1100w server psu and 180w pico. Ther PSU turned on, green and orange lights but no life from the mobo. Fan didn't move or anything. Waiting on ATX PSU's to arrive in the next couple of days but wondering if anyone has tried the 180w pico with a TB250 or TB350. I'm hesitant to try it on the TB350 - don't want to harm anything in case the issue is with the pico...
