You are right you will find few participants during the first week so it is the best time to join the campaign to build your stakes when everyone is not participating.
Because no matter how many max participants we cannot tell how many persons will going to join and finished the campaign. Joining in the early stage is a must.

About those two points. I think you need to calculate bounty reward based on max participants allowed.
If you join in first week of bounty, you will find participants is still few.

Nowadays lots of participants are joining the bounty campaigns which resulted in lower rewards especially for those accounts in Facebook, twitter and bitcointalk that are new as they have few friends and followers which resulted in lower accumulated stakes. So how would you atleast improve the usage of your social media accounts in bounty campaigns? Note: Based on my personal experience.
1.Check the total bounty pool. ( check the total number of bounty coins or tokens then multiply to it's ICO price in their website so you could roughly calculate the value of bounty pool in USD).
2. For twitter and facebook join in those bounty campaigns who are giving atleast 10% up of the bounty pool.
3. Check the spreadsheet, if you think the project is good and there are fewer participants join the campaign lower participants bigger shares.
4. There are campaigns which allows you to post up to 20 post per week so work hard and fill those 20 post but don't do spamming.
5. There are also bounty campaigns which gives a equal stakes to those who completed the required task weekly regardless of how many followers or friends you have take advantage of that.
6. Build your social media friends and followers, in twitter look for those "followback" users.

In bitcointalk accounts you must use it wisely
1. Build your rank atleast jr. member, do quality post 30 post/activity will give you the jr. member rank.
2.Join those ico bounty campaign which gives atleast 30% up of the total bounty.
3.Check the spreadsheet participants and the project itself. Fewer participants bigger rewards. NOTE: always check the accepted participants it is more wisely to join in those bounties where in most of the participants are junior members up to full member so the distribution of stakes are almost equal.
4.Once you reach jr. member work hard to share or do quality post that can earn merits this will help you to improved your rank to member.\
Always Remember the formula: (Bounty pool/total stakes ) x Personal stakes = REWARDS


Instagram and medium are also goodway to earn bigger rewards, Check the spreadsheet mostly they have fewer participants.
Joined the telegram for additional rewards and use their avatar. Read carefully the rules in every bounty campaigns to avoid being disqualified or banned.
