Fiat money has more leverage, because governments and banks are interested in spreading fiat money, not cryptocurrencies. Through fiat money they have full control and regulation. Decentralized cryptocurrencies are out of their control, of course, if we are talking about truly centralized cryptocurrencies, not their semblance with censorship, like Ethereum.
