That is good and might be solution but people will be scammed as long as they are not smart, for me the problem is mostly related to people rather than scammers.

I read the context and it seems that it can really help to solve the scam ICO, let's wait until they launch the project, I'm hopeful that it will be a good weapon to prevent the scam activity.
