This is to prevent spamming.
However, the key trick is that logging in counts as a post. So you can't post right after logging in.
This limit diminishes the more posts or time you spend on the forum.
It is annoying but after awhile it will not occur very much.

i think you can post outside of the newbie forum after making a few in here.. but you're still going to be restricted for 1 post every 6 minutes.. until you've been posting for 2 weeks (in which case your activity level will reach past 15)
