There's a 1 post per 6 minutes restriction for newbies (title).
In the past there was a 'Newbie jail' which didn't let you post outside this section, until you had X posts and X hours of online time.

As others already mentioned, the time limit is to prevent spamming and it will be reduced to just 75s when you get 15 activity.
Please also note that login, forum search and PM will always be counted. So, you need to wait another 360s after your login or your search.

Gain Activity, the more you get, the more you are allowed to post. For starters, just browse, it will raise your online time. Post when it is important, it is to prevent spammers.

It's to prevent spammers. Be happy, there was a noob jail before which forbid you to post anywhere else but in the "Newbie"-section. (Which is still a good idea in my opinion).
Just lurk, post from time to time and the waiting time will decrease as your activity increases.
