I think that this issue will not pass and Russia. Looking at how Kadyrov is gaining strength soon these patrols will go to Moscow. They are not as explicitly, but is already there. Remember the murder of Nemtsov.
Kadyrov knows his limits. Putin has given him the freedom to do whatever he want in Chechnya. But if he steps outside his fiefdom, then Putin will just eliminate him. Anyway, he doesn't command much support outside Chechnya. Ethnic Chechens are less than 1% of the Russian population, and every year tens of thousands of them immigrate to the European Union.
