In America, voting is only allowed for the taxpayers. In Russia, vote all. Together with the oligarchic structure of the economy that creates the conditions so that old senile idiots believed the promises and voted for the dictators. Not infrequently voices simply buy for the money. Under these conditions, Russia will never change.


Therefore, Putin will remain president of the old idiots and nationalists, and young progressive people will leave the country. In this case, no one will vote against Putin.

It's still a problem if they come in with Visas regarding how it affects the country that they're leaving. Anyone from Cuba who makes it to US soil is automatically permitted to stay.

The part at the end of the OP is true. In the US when people came from Cuba it was a very bad thing for Cuba. The same happens when people come through the southern border from Mexico. Many of them would have helped their countries be better if they had stayed. Abandoning your family to come to the US to work and send money back home really isn't a good solution economically for nations as a whole.

There will be no problem if they come to the United States on valid visas. But what is happening now? Those without valid visas are granted immediate entry, while those who go through the legal route are forced to wait for as much as 10 to 15 years.

Russia and the EU are not that different. EU is becoming the new USSR at a huge speed: every few day new laws limiting freedom of speech are introduced, civil rights and financial liberties are being cut off (states are pushing for the abolition of cash in order to track every single transaction of every citizen), loud minorities are being given unjustified privileges, states take up more and more debt and and taxes keep rising constantly in order to keep up with the repayments and to pay the ever-increasing salaries of the bureaucrats in every level.

And of course democracy (if it ever existed) is long gone. National states are subjected to whatever the unelected politicians in Brussels decide and if some states dare to go against their orders (like Hungary or Poland) they will be threatened, blackmailed, and of course ridiculed by all the mass media.

At least Russia somehow tries somehow to maintain its national identity and to protect its culture and traditions. In Europe it is more and more seen as something to abolish in favor of multiculturalism or to disregard as anachronic.

The strategic mistake of the West
   
   As historical experience shows, changes in any country occur in the event of a change in public consciousness under the influence of a combination of both internal and external factors, but in general the decisive role remains for the choice of the country's population. If we consider the situation in Russia as an example, after the collapse of the USSR, it would seem that the public consciousness will change towards democratic transformations, and even in this direction some efforts have already been made by the new elite, but everything has failed because the Russian People are not yet ready to live in a democracy. In fact, society as a whole has returned to authoritarianism, as the only way of state structure that corresponds to the mentality and imperial worldview of the Russian people (1).
   But there is nothing eternal, and if the mentality of the people is in some way a stable substance, then the world outlook, depending on the circumstances, can change. Such circumstances may be the collapse of the empire, qualitative changes of the society itself due to the impact of economic or intellectual factors. In other words, the stratification of society, due to the emergence of people with innovative ideas about the state structure, will ultimately lead to the establishment of democracy. Unfortunately, such people, as the reality shows, slopes leave Russia and arrange their life in countries with already established democracy. Thus, rapid changes in Russia, as it is not unfortunate, cannot be expected.
   Proceeding from this, the West makes a strategic mistake by accepting young enterprising people from Russia, depriving them of last prosperity in the future, and thereby preserving the danger to the world community from the resurgent Empire of Evil.

    For example, such a mistake has already occurred when the EU granted refuge to refugees from the Middle East (2). Most of the refugees are young healthy guys, who, remaining in their countries, could be a support for future changes. Europe, while accepting refugees, in fact deprives the future in countries where today there are stormy events that are somehow connected with the upcoming changes.
