Then they can just buy 1 merit or ask someone who they can deal with to get that merit and post shitty and scam links again. Still not going to solve the problem.
It's a lot easier to create a fresh Newbie account for free than to pay someone for the merit. Not only will there be a financial cost to it but it will also cost a prospective scammer a large amount of effort in logistics and organizing the merit trades.

Regardless, we already know that people have dropped from the forum en masse due to the merit update. Why would the same thing not happen to scammers when their easy "post link, get coins" method is suddenly released from under them?
I don't condone Newbie restrictions, though. Any more friction for member onboarding will only make the forum worse.

People who haven't earned 1 merit shouldn't be allowed to post link, that will counter somewhat.

Unfortunately this is cat-and-mouse game. No matter how much we suppress these kind of links, more are bound to appear. It's like Hydra; cut off one head and two would take its place.

Scams are bound to happen. We could only do so much.

The forum is not built for it. It is built for freedom and theymos does not want to have newbies jail again AFAIK.
Limiting newbie participation is very harmful for a community. Newbie jail will never return: I consider the newbie-jail period to have been extremely damaging to the forum. When barriers to participation are too high, then the best people often just won't go to the trouble of joining, and the people who are willing to jump through the hoops are often people who aren't good for the community: people with nothing better to do, scammers, get-rick-quickers, etc. Having a permanent newbie jail policy would improve things a lot in the short-term, but would end up being a fatal poison to the community.

The low signal-to-noise is a real issue which seriously annoys me and is often on my mind. But as you mention, fixing it non-destructively is difficult.

First thing that scam isn't moderated by forum but they are posting phishing links. Nuke them just a temporary solution but it's not prevention at all. Scam/spam busters always wouldn't be active to report. Problem is they are creating new account continuously once nuked them. See this post, that has made a day before and still exist since no one use report button.

So only way to prevent them by banning their phishing link. They are posting massively and it's become a huge problem to warn others since they locked their topic.

This problem is something countable now. Here is the main report about this phishing link; https://bitcointalksearch.org/topic/a-scam-targeting-nitrogensports-users-5229888

Reporting isn't enough since they have been creating new account continuously and posting link again. So please ban or disable this link from posting in this forum.
