Lots & lots of bad people on these forums mate, I post on a number of online forums & I've never encountered one where there are so many scams, thefts, hackings, doxings.
Be careful what information you share & don't enter trades or business deals with anybody you are even a small bit unsure about.
Make sure your password is strong too, there are lots of very capable techie people here who can use their skills for unscrupulous means.

Usually giveaways don't accept newbie to avoid such abuse.
If he gets his accounts banned he will lose nothing because they are almost brand new, I guess he would just create some more to keep abusing, but without being so obvious

Just report to mod and be done with it.
Unfortunately, I don't think that he can be banned by forum rules. Alt accounts are allowed, and scams are unmoderated. Try PMing the the person running the giveaway to ban these users. However, the evidence is circumstantial, and it might not work.
Was scrolling through games and round section and ended up on the 64block givaway where i saw these accounts,
all appear to be the same person, or boris is a very popular username, why hasnt these accounts been banned? It appears he is using multiple accounts to cheat the giveaway, here are a few of the accounts
