Indeed, lol, this is hilarious in ways I can't even describe! haha. They're ridiculous, I really do not get it what they mean with new money. PayPal is one of the biggest advocates of old money in modern days, saying otherwise is having visors in their eyes like racing horses... Good try.
Its a promotion for paypal that paypal is a new money .. but for me bitcoin is a real new money for this new generation..

It is a safe link, as you can see it is youtube video (it has ~2M views) it's not marketing, there is talked about the "new money"

I do agree with this since paypal is really not likable since the time bit coin came into being and day by day gradually paypal's fame is getting down and might end up very soon when lot of choices would be provided by bit coin. Cryptocurrencies have no doubt a very bright future and hence companies like paypal must be in danger of closing some how.

Some grand dad at PayPal thinks that moving fiat virtual money around on the net is a new concept. That's why they think it is new money.
A more worrying interpretatioin is that PayPal is now considered to be a bank, and they can apply fractional reserve concepts to their transfers. This will give them 90% of your money to invest in new projects.
NewMoney.com was registered in 1998, so they are a tad late with their concept.

I just seen this video, but if you check the first comment there is : NEW MONEY IS BITCOIN , so there should be someone to make a video like that only with Bitcoin in mind. I think there are a lot of talented users here who can do it. I agree with that first comment NEW MONEY IS BITCOIN
