Well, this is bitcointalk.org, not altcointalk.org. Many altcoins have their own forums and usually don't piggyback on this one for long.

You only have to post once here and wait 4 hours (must not be 4 online hours within the forum afaik), so it does indeed not encourage spamming. Also the guide recommends that you post your question here, chances are that you get an answer anyway.

that 360 second error is probably a bug, i tried posting in some thread and received it, got back to thread clicked the reply again and it worked

I registered an account because I wanted to offer my services to the devs of a specific coin.
However, I can't send PM's or reply to that coin's thread without posting here for a while first.
Doesn't this just encourage me spamming the newbie forum with useless posts until I'm allowed to do what I signed up for?

Tried to submit this post and get:
"The last posting from your IP was 360 seconds ago"... I checked the firewall for our 20 person office, and nobody else is on the bitcoin forum....
