If there's a delay, maybe they have manual processing for some special withdrawals. I don't know how it goes but that's likely to be it. Continue following up your withdrawal to them within their different social media accounts and it's at the bottom of their welcome page. Seems like this is a Russian exchange because as I know vk.com is only for Russians. Any experience with them?

I'm not familiar with thee site but can you actually tell on what is the exact things you do? did you try to withdraw or deposit some amount there? If you try to withdraw then there are things needed to consider and you should use the recommended fee and don't put a lower gas fee since you can expect a long delay if you do that. But if you set all in normal and using the recommended fee but still even 24 hours it didn't credited on your personal wallet then there's a problem with that site. Maybe the ideal thing to do right now is to contact them on their social media platforms accounts and even in email to get a higher chances to get a response.
