Lightning network of blockchain.info, they wanted to be a hub and process transactions off-chain, but when? any fee more than $2 is bad. web wallet like blockchain.info could made transactions cheap, but how could they fork Bitcoin and manipulate the fees with something like thunder network?

It was more a marketing buzz than something else, but I remember as one of the Lightning Network implementations it can work only with Segwit and Bip112, if I am correct (can be totally wrong btw)

There is a page about Thunder in Blockchain.info but It leads nowhere except a description and link to GitHub: https://github.com/blockchain/thunder
Is the development dead? because I've never seen this around the forums or even Reddit and If this is supposed to be implemented on Blockchain.info, why It looks like a desktop application in the first place
