I don't think they even considered it... for them the good land, for the slaves the hot zones... I am sure they even watch out to not get bodily fluid contact while they rape.

This is an UN agency. Japan never ask much from the UN. As such as this organization is specialized on atomic energy what a better place to move their headquarters from 5 Wagramer Strasse Austria to this area of Japan. It would lover the real estate costs and put them close to the reality of nuclear energy. As it is a political decision it's easy to take.
Furthermore the private sectors implicated in the atomic energy should reallocate their headquarters there too. Call it nuclear city. It would cost nothing in comparison to the clean up.
And it would a good way to boost this area of Japan economically!
