Indeed it is. User asked me for a loan via pm, after another guy (t2yax) asked the same questions via PM. Coincidence? I don't think so. Worth noting that they write the same way and they are both just looking to join signature campaigns but not really participating in anything.
His account is just used for signature spamming and by the looks of it, he is just here to dispose of the account. The account just comes alive whenever there is a new signature campaign that are looking for participants. I really think this account is just a farmed one.
As LS said, i also receive a PM from t2yax - https://bitcointalksearch.org/user/t2yax-803418, asking how much i can give him for his Account here as Collateral.

Idk if these Accounts have the same owner but both of them have the same Campaign Signature. Both of them though, are NOT enrolled to this Campaign...
My "guess" is that he put the Signature, for fishy purpose. To show that he is somewhere getting paid in BTC and he can "repay" any possible Loan.
