You should not look the number of accounts.
Many accounts are created for selling and many clones too were part of those accounts.

i really surprise to know that the account of this forum could be sold, is there any buyer and what for???
yes, people buy account to get off forums limit or participate in signature campaigns. 

that sound interesting i want to try to participate in the signature campaigns,and searching on google to look for the way how to get in signature campaigns......thank you for the info

why total number of users is different on those 2 pages?

yes, people buy account to get off forums limit or participate in signature campaigns. 

Or scamming...

Another use for that is to create a lot of accounts which post about an obscure altcoin, this gives the impression that the coin is "hot", and allow the guy who done that to profit from a price increased triggered by his false hype.

It is the number of accounts. You know, people have multiple accounts, and sometimes don't come back or are banned.

Number of members of course lower


may be the members are about 60% of that 382843 account, i guess
